China v. US–Top Down v. Bottom Up Dark-green Building Standards

Via @allroads on Twitter, I felt an interesting presentation on the difference between dark-green building standards in China and the Merged States. As I hashed out here China carries a top down approach to mandating environmental change. In the Linked up States, it is a more bottom up, market free-based approach. We will visit how/if this changes with a more environmentally concerned president in the Ashen House. Do you call back top-down or bottom-up is more effectual?
